Project Introduction and Purpose

Welcome to the official website for the Route 440/Routes 1&9T Multi-Use Urban Boulevard and Through Truck Diversion Concept Study. The study area is centered on Route 440/Routes 1&9T from the Bayonne/Jersey City border to the Pulaski Skyway, and considers existing and future development on both sides of the corridor.

Significant growth is anticipated to occur over the next 40 years along both sides of the Route 440/Routes 1&9T corridor in the western waterfront area of Jersey City, as well as at nearby seaports in Hudson, Essex, and Union Counties. As it currently exists, the Route 440/Routes 1&9T corridor cannot safely and efficiently accommodate the future travel demands resulting from the anticipated growth. If changes are not made, it can be expected that significant congestion will occur along the corridor in the future, which will have a negative effect on the quality of life for area residents, workers, and visitors, and will serve as an obstacle to future economic growth.

The purpose of the Route 440/Routes 1&9T project is to improve existing and future safety, traffic operation, multi-modal mobility, and accessibility along the study corridor. In addition, the study aims to support and interconnect growth areas and livable communities along both sides of the corridor and support local and regional economic development.

The study will identify and evaluate a range of potential alternatives for the improvement of Route 440/Routes 1&9T. Alternatives will include not only potential treatments for the redesign and reuse of Route 440/Routes 1&9T, but will also include an examination of the potential for diverting trucks away from the corridor by developing freight transportation alternatives.
